Steve talks with Anil Agarwal, of the Center for Science and the Environment, in New Delhi, India. Mr. Agarwal says the only truly equitable way to control greenhouse gases is to apportion emissions on a per capita basis. (04:26)

Commentator S. Fred Singer says that international moves to control greenhouse gases are merely another effort to stunt economic growth and transfer wealth from rich countries to poor ones. (02:28)
